Airport Disaster Drill

"We Care"

In accordance with Federal Aviation Administration, the Modesto City/County Airport with the direction of the Modesto Fire Department and Airport Division stages table-top exercises every year and a full-scale emergency exercise once every three years.  On Thursday October 5th, 2001 one such drill took place.

The scenario: a commercial aircraft collides with a smaller passenger plane on the airstrip.

The purpose: to provide a realistic set of events to which local emergency service and related providers can react and/or respond.

Modesto 91 in Action

The newly purchased Airport Rescue 91 was first-in responder.  Traveling first up wind to avoid imagined smoke and debris, the 585 horsepower, turbo-charged, diesel driven unit [capable of delivering 1500 gallons of water, 200 gallons of foam and 500 pounds of chemical extinguishing agent] rushed in to extinguish a simulated fuel spill, secured the area of any possible collapse of the "wrecked" plane then looked to clear able-body victims from the area.

As first-in responder, Captain Nicassio begins the drill as incident commander relating the situation found and making requests to supporting staff and other agencies.

Victim
Thanks to the help of Ceres' student emergency medical technicians, the mock disaster took on a realistic atmosphere.  They played victims of the crash and came complete with mock puncture wounds, scrapes, brokenVictim bones and severe trauma.  The elaborate make-up and moaning victims tested the ability of first responders to quickly assess potential dangers and severity of injuries.  One victim was air lifted to a mock hospital created inside a hanger bay.

Firefighter Helping VictimThese drills serve as an invaluable way to test the City of Modesto's emergency responders and others throughout Stanislaus County.   How efficient is our response?  What are the difficulties associated withFirefighter Helping Victim inter-agency communications?  Do back up systems function as designed?  How long does it take to initiate the Emergency Operations Center?  These are all questions asked and answered on Thursday.  Each agency provided their own observers and critics who shared their observations, garnering feedback from others during the post drill debriefing.
