In
accordance with Federal Aviation Administration, the Modesto
City/County Airport with the direction of the Modesto Fire Department
and Airport Division stages table-top exercises every year and a full-scale emergency exercise once every
three years. On Thursday October 5th, 2001 one such drill took
place.
The scenario: a commercial aircraft
collides with a smaller passenger plane on the airstrip.
The
purpose: to provide a realistic set of events to which local
emergency service and related providers can react and/or respond.

The newly purchased Airport Rescue 91 was first-in
responder. Traveling first up wind to avoid imagined smoke and
debris, the 585 horsepower, turbo-charged, diesel driven unit [capable
of delivering 1500 gallons of water, 200 gallons of foam and 500 pounds
of chemical extinguishing agent] rushed in to extinguish a simulated
fuel spill, secured the area of any possible collapse of the
"wrecked" plane then looked to clear able-body victims from
the area.

As first-in responder, Captain Nicassio begins the drill
as incident commander relating the situation found and making requests
to supporting staff and other agencies.
