#1 Consent ACTION: Motion (Olsen/Marsh;unan) approving the
recommended budget adjustments and forwarding to City Council for consideration
and approval. 2. Presentation by Mark Tucker of Gallagher
Benefit Services regarding the status of regional healthcare, City of Modesto
claims experience, an explanation of experience vs. community rating, as well as
the pros and cons of High Deductible Health Plans and other cost saving
strategies including employee wellness programs. (Funding Source: Not
Applicable) ACTION: No action required. This was an informational report only. 3. Consider recommending to the City Council
approval of funding for two new Customer Service Account Clerk I positions in
the Finance Department and for increased printing and mailing services related
to the Water Metering Program, at a cost of $79,548 in Fiscal Year 2008-09.

criteria for evaluating recycled water proposals and recommending that the
criteria be presented to full Council for consideration and adoption. (Funding
Source: Not Applicable) ACTION: Motion (Marsh/Olsen;unan) accepting the proposed Criteria for Evaluating Recycled Water Proposals, coming up with a specific criteria, and forwarding to City Council for consideration and approval. 5. Consider recommending to the City Council
approval of the creation of a City wastewater treatment capacity banking program
(WTCB) for the purposes of economic development. (Funding Source: Not

condition of the General Fund with a review of revenue totals for the first
