Description:
Specific Plan amendment to provide for 39 acres of the 153-acre Kiernan Business
Park East area to be re-designated from Business Park to Mixed-Use (23 acres)
and Medium-High Density Residential (16 acres). The mixed-use area is proposed
to contain commercial, office and residential uses in vertical arrangement,
along with plazas and parking. The medium-high density residential area is
proposed to contain condos, townhouses and/or apartments, as well as open space
and ancillary uses. It is anticipated that the commercial services and
residential opportunities will be complimentary to the adjacent Business Park
and the nearby Kaiser medical facility campus.
The proposed project requires an amendment to the Specific Plan land use plan
diagram, circulation plan diagram, illustrative public facilities plan diagram,
and bike paths figure. The proposed project requires an amendment to the General
Plan land use diagram to facilitate mixed use development. The proposed project
also includes annexation of a portion of the project site into Modesto city
limits and an agreement with the Modesto Irrigation District for storm water
discharge.
Location:
The project site is bounded by Dale Road, Bangs Avenue, American Avenue and
Kiernan Avenue. The western 87 acres of the project site is in the City, and the
remaining 67 acres is located in the Stanislaus County.
Schedule:
Revisions to the Specific Plan and an Environmental Analysis are underway. The
revised Specific Plan and a Draft Environmental Impact Report are anticipated to
be published in the fall of 2008 for public review.
