Capital Facilities Fees

Capital Facilities Fees (“CFF”) are impact fees established to mitigate the impacts of new development as outlined in §66000 of the California Government Code.  These fees may be used for the purchase, construction, expansion, rehabilitation, or acquisition of public facilities. 

  • CFF are inflated annually effective July 1st
  • CFF programs are updated every five years
  • CFF are due and payable at the time of building permit issuance.
  • CFF Exemption and Deferrals are available for qualified projects.
  • Projects that are assessed for CFF include:

Ø      New building/construction projects

Ø      Nonresidential building additions

Ø     Changes of use to a more intensive category (ie: change from general office to medical office)

 

CFF Programs/Schedules

2006 Program:   
All building permits issued and maps vested on or after January 25, 2006

2003 Program:  
All building permits issued and maps vested after September 3, 2003 and before January 25, 2006

1999 Program: 
All building permits issued and maps vested after December 8, 1998 and before September 3, 2003

 

CFF Policies & Procedures
