Divisions

Administration, Public Works Department 
Nick Pinhey, 577-5213
Responsible for the overall leadership, management and administration of the Public Works Department, including the City's $12 million capital improvement program.

Airport Division
Jerome Thiele, 577-5319

Responsible for the safe and efficient operation of Stanislaus County's air transportation hub, which is owned jointly by the City of Modesto and Stanislaus County, and is operated by the City of Modesto.

Capital Improvement Services Administration Division
Rich Ulm, 577-5215

Provides administrative support to the department director and has general oversight of the Capital Planning, Engineering Design, Construction Administration units.

Capital Planning Unit
Jack Bond, 577-5215

This unit is responsible for performing strategic planning functions to ensure that master plans and financing mechanisms are in place to maintain existing water, sewer and storm drainage systems and to expand system infrastructure for the future, while continuing to provide affordable services to a growing community.

Construction Administration Unit
Kris Ohlson, 577-5452

Responsible for management of public facility projects built under city contracts, improvements built in the public right-of-way, and performing land survey work for city projects.

Engineering Design Unit
Dean Phillips, 577-5215

Responsible to develop the Traffic Circulation component on the five-year Capital Improvement Program. Also responsible to prepare plans and specifications for various CIP projects and put projects out for competitive bids.

Electrical Unit
Charlie Keys, 342-2296

Responsible for maintaining and installing electrical equipment, including traffic signals and street lights.

Environmental Services
John Rivera, 577-6220

Responsible for investigating environmental issues to guarantee the safety of the City's storm drain, wastewater and sanitary collection systems. 

Fleet Services Division
Dennis Turner, 342-2220

Responsible for purchasing and maintaining the City's vehicles; including police cars, busses and maintenance equipment.

Forestry Division
Bill Dufresne, 342-2249

Responsible for planting and maintaining the City's street trees. Also responsible for sidewalk, curb and gutter concrete. Coordinates Garden Refuse collection and operates the street sweeping of City streets.

Graffiti Unit
Ron Shriver, 342-2259

Responsible for locating and removing graffiti in a timely manner.

Street Paving
Ron Shriver, 342-2276

Responsible for maintaining and repairing potholes and repaving the City's streets. 

Traffic and Development Services Administration Division
Firoz Vohra, 577-5429

Provides administrative support to the department director and has general oversight of the Traffic Engineering, Electrical, Development Review and Permits, Development Services, and Systems and Mapping units.  

Traffic Engineering Unit
Jeff Barnes, 577-5429

Responsible for design of traffic signals and operation of Advanced Traffic Management Systems. Maintains city-wide accident database and responds to citizen inquiries on traffic-related issues. Also assists the Community Development Department in analyzing traffic impacts of proposed developments and recommends solutions.

Transit Division

Provides public transportation service on Modesto Area Express/MAX, Modesto Area Dial-A-Ride, BART Commuter Express and Altamont Commuter Express, (ACE).

Water Division
Alan Lagarbo, 342-2246

Provides safe drinking water to the City's citizens by maintaining the wells, piping, fire hydrants and cross-connection devices throughout the City. This Division includes education of school children on Water Conservation issues.

Wastewater Treatment Plant 
577-6200

Responsible for maintaining the City's sanitary sewer system including the treatment process, the collection of wastewater and storm drain run off, and assuring safe discharge of treated water returning to the groundwater systems.
